This is a loose mineral eyeshadow and this colour "Celebrity" is shimmery. I love the colour and shimmer of it. Make sure to use primer as a base before applying it though. It is not the best product to blend with. Also it could have been better designed, the eyeshadow falls out too much. But, it only costs £3.00.
